Introduction :
Plan of Action chalked out by the IQAC
in the beginning of the year towards quality enhancement and
the details of outcome arising out of the exercise.
Pragjyotish
College has all along been in the vanguard of higher education
in north-eastern part of India. Since its inception in
September 1954, the college has celebrated its golden jubilee
year in September 2004, with its closing function due in
September 2005. Sri Arjun Singhji, the hon’ble HRD Minister,
Govt. of India, has consented to grace the closing function as
the Chief Guest.
Pragjyotish
College is also one of the oldest colleges of the state. It
was established by a group of people who were passionate about
collegiate education. Dedicated and committed to education,
these people had a definite vision.
Their academic
aspiration for the all-round development of the young
generation of the local and adjoining areas was indomitable.
Late Holi Ram Deka, the then Chief Justice of the Gauhati High
Court, was the first president of the college GB. He also
presented over the first general public meeting held for the
establishment of this college. Pandit Tirthanath Sarma was the
first Principal and Secretary of the college. Both Deka and
Sarma were great xxxx and leaders of the society.
Today this
college has three streams – Arts, Science and Commerce. The
profile of the college, detailed in chapter five of this
report will present a distinct picture of the institution.
This college
is permanently affiliated to Gauhati University and is
registered under 2 (F) and 12 (B) of the UGC Act. 1956. The
institution has been assessed and accredited by NAAC in
November 2003, and has been placed in grade –B.
This annual
report of the college is the outcome of the post-accreditation
activities of the institutions towards quality enhancement. It
will also present a reflection on the outcome of the academic
audit undertaken by the college to meet the challenges of the
21st century in the context of globalization.
I.
Part - A
Plan of
Action :
The plan of
action for quality enhancement has all along been a regular
process in the college. But articulation in this process began
visible only after the visit of the Peer Team of NAAC on 21-23
November 2003. The action plan of the college for the year
2004-05 has been concentrated around the suggestions recorded
in the Peer Team report. Suggestions are as follows :
1)
The laboratories be upgraded to meet the demands of new
syllabi.
2)
The library stock be verified regularly.
3)
Hostel facilities be provided, especially to outstation
girl students.
4)
Laboratory of Computer Science deptt. be upgraded.
5)
Methods of interactive teaching be intensely applied to
make learning process more attractive.
6)
Inter-departmental collaboration of the language
departments be tried for more effective programme for
literature courses.
7)
The departments of Botany and Zoology may seek
collaboration of the department of Commerce for marketing of
their products in sericulture, vermiculture and fisheries.
8)
The college may explore the various schemes announced
from time to time by the UGC and other funding agencies.
9)
Regular internal verification of the college accounts
be done.
10)
Teachers’ self-appraisal and student feedback be made a
part of regular system.
11)
A medical check-up of students may be introduced at the
time of admission.
12)
In order to reduce the drop out rate of the students
and assure a more motivated participation on their part, a
proctoring system may be set up through annual meetings of
parents, teachers and alumni.
Sincere attempts is made to follow the suggestions of NAAC
Peer Team as meticulously as possible within our own
constraints and limitations. Attempt has also been made to
record the institutional goals in order to realize the mission
of the college and also to suit the prevailing situations.
To do justice to the above the college has taken the following
action plans as priority items :
1)
The IQAC has been reconstituted. A QAC has also been
constituted as per guidelines of NAAC.
2)
Every department is advised to prepare departmental
action plans for the year. Such plans incorporated their class
days, field studies with tests and other activities.
3)
In order to have more active class days the
conventional patters of holding test examinations is done away
with. Instead every department is empowered to take care of
the evaluation part of the student performance by holding 4
(four) unit tests in a year.
4)
To cope with new situations teachers are encouraged to
undergo computer proficiency within the college. As a result a
good number of teachers have received skill. Arrangement for
giving computers literacy is done with the active
collaboration with C-DAC, an organization known for ICT
countrywide. Qualified teachers have been given proficiency
certificates from the organization.
5)
Arrangement has also been made to have feedbacks from
students by the individual departments. Arrangement has also
been made to have teachers self-appraisal report in a
meticulously worked out format.
6)
The practice by holding guardians meet by the
individual departments is initiated for active participation
of the former in the teaching-learning process.
7)
All the science department labs are considerably
improved.
8)
Special step has been taken to improve the laboratory
of the computer science department.
9)
Step is taken for the establishment of a UGC network
resource centre.

plan of the college for the year 2004-05 will incorporate the

Govt. directives and NAAC suggestions

Wasteful & avoidable expenditures will be stopped.

Every department to have computer

Step to be taken for opening MTM course with UGC

Autonomy to
College :
- Step will
be taken to be an autonomous college. Preliminary step will
be taken in this year itself.

with more organizations (academic, industrial, social,

Staff
Enrichment :
1.
Non-teaching employees will be encouraged to go for
high-tech office management.
2.
Computer will be provided to each table so that file
works can be replaced by computer records.
3.
Minimum healthy working conditions will be taken care
of by the management.
Infrastructure :
1.
Girls’ hostel to be constructed as priority item
2.
Unfinished portion of the college boundary to be
completed
3.
Post Graduaste department will be constructed over the
old hostel building
4.
Canteen will be constructed over the present Students’
Recreation Centre by MPLAD fund.
5.
A seminar hall with all amenities will be constructed
over the proposed first floor of the Students’ Recreation
Centre.
6.
Second floor over the present library building will be
constructed.
Infrastructure –II
1.
Both the college ponds will be developed and
beautified.
2.
Steps will be taken to go for maximum computerization
of the college management in all levels with networking.
3.
A separate Information and Computer technology block
will be constructed. For this DST and the NEC will be
approached.
4.
One block, especially for major classes in Arts, will
be constructed behind the library.
5.
All the vacant posts will be filled in.
6.
One health club will be set up for students and
teachers.
7.
Vigorous step will be taken for keeping the campus
clean and tidy.
8.
The college will abide by all the rules and guidelines
formulated by NAAC for colleges in post-accreditation stage.
9.
Steps will be taken for awarding the students and
teachers in recognition of their services to the college,
society and academic life.
10.
College management will be more participatory.
Reordering
of Goals :
1.
College will reorder its goals by articulating its
missions and visions in view of the ground realities.
2.
Every department will have to start a certificate
course as add-on programme.
3.
Traditional type of house examinations will be done
away with. Continuous Internal assessment will be introduced
in place of stereotyped examinations.
Action Plan
will also include the following items :
1.
More and more students from outside the state, more
especially from the NE states, will be encouraged.
2.
Similar exchange programmes for the students will also
be encouraged.
3.
Teacher exchange programmes to and from the college
will be encouraged.
4.
Research activities among the teachers relating to
advancement of the college will be promoted.
On quality
assurance :
1.
Internal Quality Assurance Cell will be further
activated.
2.
To monitor the activities of the IQAC a new committee
named Quality Advisory Council (QAC) will be constituted as
per NAAC directives.
3.
A planning committee will be constituted. This
committee will prepare the developmental schemes of the
college for submission before different authorities.
Publications :
1.
Publications of the college will receive a new impetus.
Marketability will, however, be looked into.
2.
Every department will have to publish at least three
editions of their wall magazines.
3.
The papers presented by the students in their
departmental seminars will be preserved in a permanent format
in the departments.
4.
If necessary, a sale counter of college publications
may be arranged.
5.
Steps will be taken to award the best wall magazine of
the year.
6.
Steps will also be taken to award the best
writer/writers of the wall magazines/college magazine of the
year.
7.
Writers among the students will be identified.
8.
A literary club will be started.
Computer
Lab :
1.
Computer land will be shifted to the present seminar
hall for all practical purposes for efficiency, facelift and
security.
2.
More computers will be added to the present lot.
3.
If possible, AC will be provided to the computer lab.
Services of
Retired Employees :
1.
Services of retired teachers and non-teaching employees
will be sought.
2.
An association of retired employees will be formed
within the college.
PART - B
Activities
reflecting the goals and objectives of the Institution.
The following
activities have been undertaken for reflecting the goals and
objectives of the college.
1) (a) The different departments of the college had
conducted seminars, surveys, field studies, workshops etc. in
order to acquaint the students with the practical aspect of
the course studies as well as the socio-economic problems of
the society and necessary developmental programmes taken by
the government, NGO’s, etc, for the solution of the
socio-economic problems of the people particularly in rural
areas which have greater importance in agriculture, cottage
industries, self-help economic programmes etc.
(b) The seminars, surveys, field studies, workshops etc.
conducted by the different departments are given as follows :

Department of Assamese :
(a) Talk
1) A popular talk on Art and Sculpture was delivered by noted
artist Sobha Brahma on 19th November 2004
2) A research-oriented talk on Assamese Script was delivered
by Prof. Jatin Goswami on 30th November 2004.
(ii)
Department of Bengali :
(a) Seminars
Departmental seminars were held on the following topics.
1) Jeebananader Kabitay Prakrti on August 2004.
2) Bonolata Sen Kabitar Paryalochana on September 2004.
3) Pathar Panchalie Apu O Durga on November 2004.
(iii)
Department of Economics :
a)
Survey -
The Economic Planning Forum, Department of Economics,
Pragjyotish College in collaboration with Department of
Economics, Puthimari College (a rural based college about 40
Kms from Guwahati) carried out a joint Socio-Economic survey
in three villages – Sundarisal, Dekpar and Barangbari all
under Kamalpur Revenue Circle in the Kamrup District on 29th
December 2004.
(iv)
Department of Education :
(a) Seminars -
A UGC sponsored seminar on the topic “The Problems of Deficit
Grant-in-Aid Colleges of Assam and its relation to the
Government, University, UGC and the community was organized by
the organizing secretary of the seminar Dr. Suchitra Kakoty,
Head of the Department of Education on 1 and 2 December 2004
at Pragjyotish College.
(b) Field Study –
1) On 14 November 2004 students of Education department
(Major) went to Darjeeling and Gangtok for 5 days to study
educational and socio-economic condition of the people.
2) On 14 December 2004 students of Education department went
to Umtru (Meghalaya) for nature study.

a)
Seminars -
The following seminars were held in the department of English.
1) Comparative Study of Jane Austen’s –Emma, Bhabendranath
Saikia’s Romyabhumi on July 2004.
2) William Shekespeare’s Sonnet and Sankardeva’s – Borgeet. A
comparative study on August 2004.
3) Feminism in the works of Emily Bronte’s Stars and Jane
Austen’s Emma on September 2004.
4) Stream of Consciousness technique in the works of James
Joyee on October 2004.
5) Renaissance and Reformation in the works of the Elizabethan
writers on November 2004.

Department of History :
a)
Seminar -
A departmental seminar was held on the topic ‘Changing of
Syllabus and its utility’ on 6 August 2004.

Department of Philosophy :
a)
Seminar -
A
seminar was held on the topic ‘Moksa in Indian Philosophy’ on
16 December 2004.
b)
Survey -
A grassroot level survey on socio-educational and cultural
aspect with special reference to household and women’s right.
The survey was conducted in collaboration with the NGO under
the banner ‘Rural Women’s Upliftment Association, Assam at
Kahargaon Rani on 16 February 2005.

Department of Political Science :
a)
Seminar -
On 16 October 2004, a departmental seminar was held on the
topic ‘National Integration-Problem and Prospects’.
b) Survey –
A socio-political survey was conducted in the Monikarneswar
area of Rajaduar village, North Guwahati on 5 December 2004.
(ix)
Department of Sanskrit :
a)
Workshop -
A Spoken Sanskrit certificate course camp was held in the
department of Sanskrit and the same was conducted by the
‘Sanskrit Bharati’ working under the Ministry of Human
Resource Development of India. The camp was from 15 to 30
December 2004.
b)
Talk –
A talk on ‘Necessity of Learning Sanskrit in modern times’ was
delivered by Dr. Apurba Chandra Barthakuria on 15 September
2004.
(x)
Department of Tourism :
a)
Seminar -
1) On 12 November 2004 seminar was held on tourism potential
of a state of India. Each student was assigned a particular
state.
2) On 21 December 2004 a group discussion was held on the
topic ‘The unexplored tourist spots need more government
support’.
b) Field Study –
On 16, 17 and 18 February 2005 MTM department of Pragjyotish
College conducted a field study at Kaziranga National Park.
The students also participated in the seminars held on 17 and
18 February during the Kaziranga Centenary Celebration.
Students also took part in the ‘Rangpur Festival’ celebrated
at Sibsagar.

a)
Seminar -
On the topic ‘Prachin Loka Silpa’ held on 10 November 2004 in
collaboration with the Folklore Society of Assam and Assamese
department, Pragjyotish College, Guwahati. Departmental
seminars were held on the following topics –

Tribal Culture of NE Region.
2)
Asiatic Apes with special reference to primitive behaviour.
3)
Barter system among the tribes of India.
4)
‘Hominid Evolution’.

Megalithic culture of NE Region.
b)
Survey –
A village population survey was conducted in Lalunggaon in
Lokhra near Guwahati on 30 September 2004.
c) Field Study –
Students were taken to Morongabari Karbi village near Sonapur
in Kamrup district on 10 and 11 December 2004.
d) Talk –
A talk on ‘Pre-historic Archaeological sites in Assam’ was
delivered by Jonali Devi on 13 November 2004.

Department of Botany :
a)
Seminar -
A departmental seminar was held on the topic ‘ The study of
chromozone and its importance’.
b) Survey –
The department of Botany made a survey of vegetation pattern
on the different temple sites of greater Guwahati. In November
2004 a survey was conducted on the famous temple Umananda.
c) Field Study –
Students were taken to the following places for filed study.
1. Darjeeling, Lloyed Botanical Garden, Himalayan
Mountaineering Institute and Padmaja Naidu Zooo on November
2004.
2. Amsoi Forest Range on January 2005.
3. Kulu Reserve Forest situated near Mirza in Kamrup district

Improvements in the Library Services
In library during the period from 01-11-03 to 31-12-04 some
improvement have been done in respect of its computerization.
The creation of database which was started on 01-03-03 has
almost been completed and the preparation for introducing all
functions of the library through computer have been going on.
In view of the improvement of the college (parent institution)
in respect of opening of new subjects in Post Graduate level
the library services have been sufficiently expanded to cover
up teachers and students of the newly added faculties of the

Three students of the Economics department of
Pragjyotish College, Humayun Choudhury, Ashwani Jha and Mompy
Sinha participated in the first South Asia Student Meet on
‘Economic Development in South Asia: Which Way Ahead? at New
Delhi from 2 to 4 February 2004. They prepared the sub-theme
paper ‘Growth and Poverty in India’ and were adjudged 2nd
best and hence were asked to discuss the papers from Pakistan
and Sri Lanka. The team was led by Atanu Kr. Chowdhury, Sr.
Lecturer, Dept. of Economics and Bidyut Bikash Baishya (Guest
Faculty).
b) Department of Political Science:
i) Four students were awarded prizes (Books) in
the departmental seminar held in October on the topic –
‘National Integration, Problem and Prospects’.
ii) Sri Dipak Sarma secured 59% in BA Part II
(Major) Examination 2004.

South to attend the Rotary Youth Leadership Award camp held in
Tezpur from 1 to 3 October 2004. He received certificate of
participation from Chairman, Rotary International.
Arafat Ullah also received certificate from the Director
Indian Institute of Entrepreneurship, Guwahati for
participating in Entrepreneurial Awareness camp for Science
and Technology held from 8 to 10 January 2004.
II) Indranath Chatterjee, TDC Major 3rd year
student participated in the training camp Entrepreneurial
Awardness camp and received certificate from the Director
Indian Institute of Entrepreneurship Guwahati held from 8 to
10 January 2004.

The Information and Career Guidance Cell (ICGC) was
established with an aim to make the students aware about their
career options. Since establishment, the members of ICGC had
